For our RMR pilots/aircrew/aviation MX members, this letter outlines the integration of portions of the CAP safety program with the FAA safety program.  It looks like the future will be to link the FAA program credit with CAP credit.  The first phase is now underway and requires those who wish to participate to enter their CAPID number in their FAAsafety.gov web site profile as explained in the attachment.  Later, in phase 2, I expect completing FAA credit in their system to flow over into the CAP system.

MEMORANDUM FOR ALL CAP MEMBERS

SUBJECT: Safety Education Integration with the FAA Wings Program 

1. As our partnership with the FAA continues to improve and grow, a new opportunity will allow CAP members to receive CAP safety education credit automatically, when participating in accredited FAA Wings program activities. A cooperative agreement between the FAA and CAP will allow safety education data sharing for members actively participating in the Wings Program. Implementation will come in two phases.  

2. Phase 1, which started on 15 September 2011, is for collecting CAP ID information only. All CAP members wishing to participate in the Wings Program, whether pilots or not, must update their account information or register for the program at www.faasafety.gov. To allow the two databases to match your identity, CAP members will have to enter and save their CAP ID numbers in “Account Preferences” under the tab labeled “Other”. A picture of the webpage is attached.  

3. Phase 2, which should start by 30 November 2011, will begin the data sharing process. Once, a Wings Program accredited activity is completed, safety education credit will be automatically uploaded into eServices. Additionally, for rated pilots, Biennial Flight Reviews will be automatically uploaded into Ops Quals. In the near future, CAP safety education courses will be created to meet Wings Program requirements. At that point, whenever a Wings registered CAP member completes a CAP Wings approved safety course, credit will automatically upload to the Wings Program database. Soon, CAP will also be able to upload a successful CAPF 5 annual flight evaluation for Wings accreditation.  

4. The FAA Wings Program offers a number of interesting safety topics. Non-pilot members interested in other areas of CAP mission operations are also encouraged to participate. In addition to offering the opportunity to improve mission observer and scanner skills and performance, weather awareness and runway incursion avoidance are examples of topics that can benefit members in non-rated crew capacities or while serving in the many ground support functions that CAP has to offer.  

5. The partnership with FAA’s Wings Program is the beginning of a great relationship between Civil Air Patrol and the FAA and their ongoing dedication to safety. We are working together to simplify CAP member participation in safety education. This initiative is part of CAP’s Safety Management System (SMS) implementation, and commitment to continuous improvement of an already-impressive safety record of accomplishment.
